New Rules for Contracts for Restoration by New Kokang Administration Bans Forced Labour and Upholds Workers Rights

On February 18th, the Shan State No. 1 Special Region Military Administration Committee declared the urgent need for a substantial workforce of workers and technicians to undertake the Kokang Region's reconstruction in the aftermath of the war.

The declaration stated that in order to facilitate the restoration efforts, companies in the region, need to recruit workers and technicians from outside Kokang. The Kokang Committee permits the right of workers to select a company of their choice and seek employment in Kokang through designated agents.

Thee statement underscored the necessity of exercising caution to thwart the infiltration of enemy spies and agents among arriving workers from outside Kokang, and to ensure that they do not get the opportunity to engage in espionage or sabotage activities.

The Special Region Military Administration Committee warned that companies would have the autonomy to recruit employees as they see fit, but if enemy spies or agents are identified among the new hires, the relevant companies and entrepreneurs will face appropriate actions.

And in a dramatically different stance from the normal hiring practices of the Junta and many past regimes, the new Kokang rules of governance specified that companies are strictly instructed to adhere to labor ethics and regulations during the restoration work, and are strictly prohibited from engaging in forced labor, deceptive recruitment, coercion into roles not originally agreed upon, and the exploitation of child labor.

The Special Region Military Administration Committee warned that companies would have the autonomy to recruit employees as they see fit, but if enemy spies or agents are identified among the new hires, the relevant companies and entrepreneurs will face appropriate actions.

The statement also outlines that business procedures and salary matters may be negotiated between companies and employees independently, but in cases of disputes, relevant legal departments and personnel service companies can be contacted for assistance.

The Special Region Military Administration Committee emphasized in its statement that all external workers intending to work in the Kokang Special Region must contact and obtain their employee recognition cards from the local police department, and after that, officials will assist them in timely access to their workplaces.
