Khaing Lu Hla (Roma Mray) — Myanmar’s military junta, under Min Aung Hlaing—sworn in as President recently—has declared a 90-day state of emergency in over 60 townships across the country with an effect from 23 April.
The order specifically targets 14 Arakan Army-controlled townships of the Rakhine region including Paletwa in Chin State, to ‘effectively quell armed violence’ and ‘ensure peace’ under article 412(a) of the 2008 (military drafted) Constitution.
Despite this, analysts doubt the military can regain control in Rakhine State, where the AA has brought most of the localities under its control.
Key Details of the Order:
· Affected Areas: The 14 Rakhine townships including Ramree, Pauktaw, Ponnagyun, Rathedaung, Gwa, Maungdaw, Buthidaung, Kyauktaw, Minbya, Myebon, Mrauk-U, Thandwe, Ann, and Taungup in addition to Paletwa (in Chin State).
· Duration: The state of emergency and martial law, which came into effect on 23 April, will continue for 90 days.
· Background: This follows the 2025/2026 escalation, where the AA captured most of the region, limiting junta control only to the capital city of Sittwe along with a few southern localities.
· Concerns: Locals fear the declaration will result in increased air and artillery strikes by the junta forces, which has often targeted surrendered troops and civilians in AA-controlled areas.
Analysts note that declaring an emergency in territory already lost to the AA is a largely symbolic attempt to legitimize military rule. The military has lately faced severe resistance, losing control over most of Rakhine localities and its key border areas
