Report said that the agitation has been provoked by the attempted rape of a 13-year old girl by Kulbir Singh, the landlord of the victim early in the morning on July 20. The perpetrator of the alleged crime was arrested by Uttam Nagar police and a case under section 506, 354 was registered against Kulbir Singh.
Residents of Madhuvigar Som Bazaar, Uttam Nagar, Delhi, where the victim’s family live in a rented house countered the arrest of Kulbir Singh for the attempted rape. Chin refugees in Uttam Nagar locality evacuated from the locality and shifted to Jeevan Park as the police cautioned those attending the court in favour of the victim that it might not be safe for them for the time being.
Some residents of Uttam Nagar are reported to have shouted slogans like, “Repatriate the refugees. Kill them all”.
Chin refugees in Delhi have resolved to demonstrate against the attempted rape and their vulnerability in Delhi society before the UNHCR office, said a Chin woman refugee in Delhi. Chin women refugees attempted to demonstrate before the UNHCR office only in bikinis, sources in Delhi added.
Meanwhile, Chin refugees in Uttam Nagar locality are temporarily camped in the Chapel of the Chin Christian Fellowship (CCF). Around 14 Chin refugee households in Uttam Nagar, estimated to be around 80 people including children, are camped in CCF Chapel and are being provided food by the Chin Refugee Committee (CRC).
Some of the refugees had no time to take their belongings when they shifted to Jeevan Park. The possibility of the Chin refugees returning and staying in Uttam Nagar is uncertain, sources added.
To beat the summer heat in Delhi the family of the attempted rape victim were staying on the roof of the house. The minor who was going to the toilet was reportedly grabbed by Kulbir Singh and forcibly taken to his room.
Other refugees living in the same apartment saw the commotion and reported the matter to the minor’s family. The victim’s family saved the minor who was hidden in the kitchen.
The victim was quoted as saying, “He forcibly tried to take off my pants but failed.” The timely intervention of the family saved the minor.
