According to the assessment of KMSS, it is said that 16 cases of child rapes occurred during September, 2018 and August, 2019 in Chin State but majority cases were settled by customary practice.
“the numbers of child rapes were high in Chin State but the reason why people did not notice was, according my observation, most raped children were those who did not live with parent but live with relatives or the closed neighborhoods. So, most cases were settled in customary practice by granting a pig or mython, or one million kyat as the penalty. Even if the police wanted to open the case but they could not. There were only three cases that listed on government crime record. We were not able to advocate as we wish” said Salai Dawk Lain Hmung, Project Manager of KMSS, Chin State.
The places where the cases occurred were Hakha (3) cases, Mindat (4) cases, Matupi (3) cases, Paletwah (1) cases,Tonzan (2) cases, Tidem (3) cases and there were 16 cases in total. It is said that only (3) cases were open and the rest were settled in customary practice and closed.
In terms of the case settlement, Salai Dawt Lain Hmung Said “It is not the good practice to settle the case in this way. The chin customary practice settles the murder case but the rape case is not the same and those who do not accept the customary practice on these cases are called for by the pastors. The settlement was agreed due to the influence of pastors even if they did not want to. The result left a black background to the children even if the relatives agreed the settlement. The life of a child was apparently sold for five hundred thousand and one million MKK. It is worrisome that committing rape will be thought to be settled in customary practices. The Hluttaw should amend the related laws”.
It was said that most the raped children were under 10 and a boy was included but majorities were women.
