A member of Public Accounts Committee advises against requesting for a budget without a valid reason

Khoon Clai Free — The budget requests should not be made without good reason, U Khin Maung Tun (nickname) Naw Ei, a member of the Public Accounts Committee and State Hluttaw Representative, made his recommendation at the end of the second time – 18th regular session of the Kayah State Hluttaw.

It was said based on the report of the Public Accounts Committee regarding the Budget Law (draft) of 2020-2021 fiscal year budget report of Kayah State.

He said, “Some do not know where they are requesting for a budget, including its purpose. So, it is usually supposed to show the targeted location like we will do it here with this reason. If there is a good reason to do so, it should be given. I would like to advise that they should not to ask for a budget unless there is a good reason.”

The Ministry of Progress of Border Areas, National Races and Development Affairs has requested a total of 287 million kyat for 35 low-cost housing units, but has not found a valid reason.

 

Colonel Myint Wai, a member of the Tatmadaw State Hluttaw, discussed the report of the State Hluttaw Public Accounts Committee at a meeting of the State Hluttaw.

“It is not a request for the organizations discussed by the Public Accounts Committee, but to provide housing for teachers working remotely in the state schools in the state, and it aims to build five houses in each township,” said Colonel Myint Wai.

It said that despite the budget request, the location and plots are not clear, when searching for land plots, the related local officials have weak pre-negotiation with parliamentarians, there is no exact plan for the number of employees living in low-cost housing, it is built in the wrong place, people rarely live in the built houses, and the land was scarce during project implementation due to lack of land allocation plan.

The State Hluttaw Public Accounts Committee called for a budget cut at the state legislature, but it was re-unanimous because of the real need for staff housing.

The Ministry of Progress of Border Areas, National Races and Development Affairs will build five low-cost housing units in each of the seven townships in Kayah State, with five staff housing units each.
