Days of torrential rain and dam water releases have triggered severe flooding across upper Myanmar, killing at least 25 people and affecting over 450,000 residents already displaced by civil conflict, according to opposition authorities.

As of August 12, at least eight people remain missing, and an estimated 452,663 individuals across 21 townships in Sagaing, Mandalay, Magway, and Ayeyarwady regions have been impacted, the National Unity Government’s (NUG) Ministry of Humanitarian Affairs and Disaster Management reported.

Sagaing Region is the hardest hit, accounting for 227,491 affected residents and the vast majority of casualties.

Civilians in the flood zones face a deadly dual threat as the military junta continues conducting airstrikes in displaced areas despite the expanding natural disaster.

"Displacement camps and villages are both underwater. Even the tents have been swept away," a resident from Shwebo Township said. "Roads, bridges, phone lines, and power are all down. While dealing with the floods, we are terrified of airstrikes—it is double the trouble."

The NUG warned that emergency rescue operations are urgently required along the swollen Ayeyarwady River and surrounding townships. Thousands of acres of farmland have been submerged, threatening severe long-term food shortages.

Relief workers report critical shortages of food, clean water, and medical supplies, particularly for children, pregnant women, and the elderly. Rescue efforts are further crippled by damaged transport infrastructure and financial blockades.

"Our main challenges are blocked roads delaying supplies and extreme difficulty transferring funds for emergency purchases," a local aid worker in Khin-U Township said.

Meteorological authorities warned that continued heavy rainfall over the Bay of Bengal could trigger further flash floods and landslides across Chin, Arakan (Rakhine), Karen, and Bago regions in the coming days.
