The Karenni National Progressive Party (KNPP) and the government peace making group have been unable to come to a mutual agreement regarding the repositioning of troops. Neither side was able to see eye to eye about these issues during the recent second state-level meeting, according to the KNPP secretary (2) Shwe Myo Thant. The secretary said that proper demarcation of each other’s territories will need to be addressed during future meetings.
The KNPP team included 14 members led by Vice President Khu Oo Reh. The government delegation led by chief peace negotiator U Aung Min and the Bureau of Special Operations Lieutenant-General (no.4) Aung Than Htut included 18 representatives.
The KNPP that inked a ceasefire with the government March 7, 2012 has become increasingly frustrated after the military started building a training school on contested land.
Shwe Myo Thant said during the recent 2 day meeting “there were some positive results”.
“Now we have 8 points of agreement (out of 14 proposed)”.
The 8 points included:
1. The repositioning of troops after more discussions.
2. To form a guide monitoring committee that will include 10 representatives; 2 representatives from each side and 3 community leaders for each side.
3. To cooperate on issues related to regional development in Kayah state e.g. education, health.
4. To be convinced in the implementation of development projects in State ( if the project creates disadvantages for the people, the government will have to compensation)
5. To form technical team that will ensure actions that are carried out are effective for both sides.
6. Programs implemented to prepare for the resettlement of internally displaced persons (IDPs) and refugees near Bawlake village, Hpasaun Township.
7. Cooperate to eliminate narcotic drugs.
8. Cooperate in land mine removal.
