The Karen National Liberation Army - Peace Council (KNU/KNLA-PC)’s Secretary General Colonel Saw Kyaw Nyunt told Than Lwin Times that they only had to listen to the presentations by the Military Council and were unable to have a detailed mutual discussion during the second round of peace talks.

The second peace talks of the Military Council were attended by two Karen ethnic armed groups, the Democratic Karen Benevolent Army (DKBA) and the Karen National Union/Karen National Liberation Army-Peace Council (KNU/KNLA-PC) from September 15 to 16.

The military council initially invited the New Mon State Party (NMSP), DKBA, and KNU/KNLA-PC to the 5-day meetings for the second round of peace negotiations. However, owing to the schedule change, only two Karen ethnic armed groups showed up.

The military council put forward the list of Union legislation – Table 1 and the list of regional or state legislation – Table 2 in the 2008 Constitution sector-wise; the studies on the agreements of Part I/II and III of the Union Accord; and the phased implementations and post-2020 levelized procedures.

Colonel Saw Kyaw Nyunt, however, claimed that he merely had to listen to the military council's briefings during the three-day meetings and did not have any mutual discussions.

On September 17, the last day of the meeting, the military council signed an agreement on some of the points agreed upon in the first meeting regarding issues related to regional stability and development related to each group.

However, Colonel Saw Kyaw Nyunt said that the New Mon State Party did not attend this meeting because it had not yet made sufficient preparations, besides rescheduling.

The second round of peace talks invited by the Military Council were attended by Karen armed organizations- DKBA and KNU/KNLA-PC, Restoration Council of Shan State (RCSS/SSA), Pao National Liberation Organization (PNLO), Arakan Liberation Party (ALP) and Lahu Democratic Union (LDU).
