The Union Peace Dialogue Joint Committee (UPDJC) political parties have discussed again with the National Solidarity and Peacemaking Negotiation Committee (NSPNC) of the military council to amend the nine points of the 2008 Constitution, the UPDJC told Than Lwin Times.
The UPDJC held a discussion with the NSPNC, led by Lt-Gen Yar Pyae, in Nay Pyi Taw on August 27 to amend nine points of the 2008 Constitution.
In that discussion, the nine points that were discussed between NSPNC and UPDJC on May 29 were reviewed again, and they reached an agreement on some points, the UPDJC leader, Sai Aik Pao, said.
"We have to negotiate with EAOs and ethnic armed groups again. After everyone's agreement, when the Hluttaw is held, if it has been approved by the Hluttaw, then the points can be amended," he said.
Among those nine points, there was an agreement to elect local people for district and township administrative positions by common sense, and the method of selection will have to be discussed later, said Sai Aik Pao.
He added that the military regime discussed three points based on the perpetuation of sovereignty regarding the amendment that the military must lead to some extent rather than always lead in the role of political leadership.
But the UPDJC did not elaborate on the proposed constitutional amendment points.
Political analysts have criticized that the military council and political parties cannot amend the constitution without presenting it to the parliament and have no authority to do so.
The NCA agreement provides for the formation of a UPDJC with 16 representatives from each of the coalitions of government, military, and Hluttaw; ethnic armed groups who signed the ceasefire agreement; and political parties.
The UPDJC is a leading committee in discussing and deciding on political dialogue issues, including the union peace conference, regional political dialogues, national political dialogues, and ethnic political dialogues.
But the UPDJC has not been able to implement any developments after the military coup.
