CLD Representative Criticizes Chin State Government over Its Management of Supplementary Grant

U Aung Lian, a Chin State Hluttaw representative from Chin League for Democracy (CLD), criticized the Chin State government over its management of Kyat 17.28 billion supplementary grant (SG) received from the Union Government.

U Aung Lian said that Chin State government all by itself drafted and approved budget allocation without notifying Hluttaw representatives, planning to allocate a bigger budget to their own constituencies.

“The Union Government directed that the budget be spent particularly for citizens’ interest. However, it seems that some ministers schemed to distribute it to their own constituencies in preparation for the upcoming 2020 election,” U Aung Lian said.

He pointed out an unbalanced budget distribution among townships in Chin State, saying Hakha and Thantlang have spent more budget than Matupi, Mindat and Kanpetlet.

Chin State government spokesperson minister U Soe Htet said, “Cabinet members and Hluttaw Chairman did participate in planning budget distribution. There was no problem then. The government conducts budget distribution basing on population and the width of the area. Thus, there can be a budget gap between townships.”

Chin State Hluttaw meeting held on June 28 approved the budget distribution proposal by the majority vote. There were three Hluttaw representatives voting against the proposal.

U Aung Lian stated that there is no equality among Chin State’s Townships in terms of budget distribution, which may negatively impact the future of Chin people.
