RCSS meets with govt to resolve ceasefire ‘misunderstandings’

The Restoration Council of Shan State (RCSS) has sent a high-level delegation to Nay Pyi Taw to hash out alleged disagreements over the ceasefire implementation, the organization’s chair said.

The RCSS was scheduled to meet with State Counsellor Daw Aung San Suu Kyi and Tatmadaw Deputy Commander-in-Chief Senior General Soe Win on September 11.

Lieutenant General Yawd Serk, chair of the Restoration Council of Shan State/Shan State Army – South (RCSS/SSA-S), said misunderstandings have marred the implementation of its bilateral, Union-level and nationwide ceasefire agreements.

“There are three points of disagreement,” he said, during a press conference held in Chiang Mai, Thailand on September 9. “In the ceasefire, we wrote that Homein and Mone Hta are our headquarters and they are for all RCSS troops. But the territory is too small for all the troops.”

The second issue also pertains to territory, with an administrative dispute over land for farming.

“The third point is drug issues. We have discussed eliminating drugs in Kengtung, but nothing happened afterward,” he said.

Lt-Gen Yawd Serk led the delegation to Nay Pyi Taw on September 11. He is expected to meet with a ministerial delegation led by Union Minister for the State Counsellor’s Office U Kyaw Tint Swe tomorrow. He said the RCSS will also be talking with ambassadors and ethnic political parties will visiting the capital.
