Dr. Nyo Twan Aung, deputy commander-in-chief of the Arakan Army (AA), stated in a press conference on March 4th that,” there are no ongoing discussions regarding a ceasefire agreement in Rakhine State.”

He clarified, "The Haigeng Agreement specifically limits the ceasefire to AA's operations in northern Shan State, and has no bearing on our ongoing military activities in Rakhine State.”

On January 10th and 11th, the Three Brotherhood Alliance, including AA, engaged in discussions with the Military Council in Kunming, and eventually signed the Haigeng Agreement as a result of heavy pressure from China.

AA stated that since the Haigeng Agreement, there have been three or four additional discussions between the Junta and the Three Brotherhood Alliance, with further mediation by China.

“The agendas of these discussions include making the Haigeng Agreement permanent, extending the ceasefire, ensuring stability and peace along the China-Myanmar border, combatting telecom scams, and resuming operations at border trade posts”, Dr. Nyo Twan Aung said.

Since November, clashes between the Military Council and AA in Rakhine State have resurged, with AA now controlling Kyauktaw, Mrauk-U, Minbya, Myebon, and Pauktaw townships, as well as the Paletwa region in neighboring Chin State. AA's offensive continues to aim at capturing Ponnagyun, Rathedaung, Buthidaung, and Maungdaw townships.

The Junta faced significant setbacks in 'Operation 1027' led by the Three Brotherhood Alliance in northern Shan State, which began on October 27th last year, with the Alliance successfully capturing over 12 towns and more than 300 enemy military bases during the operation.
